The City of Manvel will host its annual Eggstravaganza on Saturday, March 28, 2026, at Croix Park, 4503 County Road 84, from 11 a.m. to 2 p.m. This family-friendly event promises entertainment, games, and egg-citement for all ages!

Spend your Saturday with the City of Manvel as we celebrate Easter at our annual Eggstravaganza! The event will kick off at 11 a.m. with an array of activities, including kid-friendly music, inflatable attractions for all ages, train rides, an Easter tattoo station, pony rides, and photos with the Easter Bunny. Food trucks offering a variety of treats and drinks for purchase will be on-site throughout the event.

An Accessible Egg Hunt will take place at 10 a.m., prior to the official start of the event, to ensure a safe, inclusive, and sensory-friendly experience for all participants. The Accessible Egg Hunt requires participants to sign up for the event at www.cityofmanvel.com/eggaccessibility.

All standard egg hunts will take place at 12 p.m. The City of Manvel will provide complimentary tote bags for egg hunters; however, children are welcome to bring their own baskets. Egg hunts are divided into four age groups:

• Bunny Egg Hunt: Ages 0–3

• Cottontail Egg Hunt: Ages 4–6

• Rabbit Egg Hunt: Ages 7–10

• Hare Egg Hunt: Ages 11-14

The City of Manvel’s contractor will begin Phase 1 construction on Heritage Park and the City Hall West Wing on Monday, February 2, 2026. As part of this project, a portion of Large Avenue located behind City Hall will be closed to through traffic.

The closure will affect Large Avenue from Palmetto Street to Masters Road, directly behind City Hall, 20031 Morris Avenue. This extended road closure is anticipated to remain in place through June 2026. During this time, residents and visitors are asked to plan for alternate routes when traveling in the area.

The City of Manvel is informing utility customers of a change to online payment processing for utility bills. Beginning January 2026, a 2.00% processing fee will be applied to online payments made for utility services in the Municipal Payment Portal. This change is being implemented because the City is no longer subsidizing the third-party processing fees associated with online transactions. Applying the fee ensures that the cost of processing is covered by those who use online payment methods, rather than being absorbed by all ratepayers.

Customers can avoid processing fees by completing an Electronic Check (ACH) Automatic Payment Plan form and returning it to Utility Billing via email, mail, or in-person drop-off. Automatic payments will occur on the 25th day of every month.

The City of Manvel remains committed to providing multiple payment options while responsibly managing operational costs. Utility customers are encouraged to review their payment preferences in the Municipal Payment Portal and update their accounts as needed.

The City of Manvel is seeking passionate individuals to apply for positions on two essential boards: the Planning, Development & Zoning Commission (PD&Z) and the Manvel Economic Development Corporation (MEDC). Candidates must submit their applications by December 31, 2025.

The Planning, Development & Zoning Commission, along with the Manvel Economic Development Corporation, play crucial roles in shaping the future of our community. Three positions on each board will be opening this year, providing an excellent opportunity for residents to contribute to the growth and development of Manvel.

About the Planning, Development & Zoning Commission

The Planning, Development & Zoning (PD&Z) Commission is the City of Manvel’s frontline advisory body for managing responsible growth and shaping the long-term physical development of the community. Their core mandate is to review, evaluate, and recommend actions to City Council on land-use, zoning, and development matters to ensure growth aligns with the City’s Comprehensive Plan, infrastructure capacity, and overall strategic direction.

Key Functions

• Zoning & Land-Use Recommendations Reviews zoning changes, rezoning requests, specific use permits (SUPs), and zoning ordinance amendments, then issues formal recommendations to City Council.
• Platting & Subdivision Review Evaluates preliminary and final plats, replats, variances, and subdivision plans to ensure compliance with city codes, engineering standards, and long-range infrastructure needs.
• Development Standards Oversight Assesses projects for alignment with design standards, thoroughfare planning, drainage considerations, and compatibility with surrounding development.
• Alignment with the Comprehensive Plan Ensures that growth patterns, proposed developments, and land uses support Manvel’s Comprehensive Plan and its long-term vision for transportation, utilities, neighborhoods, and economic development.
• Public Input & Transparency Conducts public hearings to receive community feedback on zoning and development matters and incorporates that feedback into recommendations.

Overall Purpose

The Commission acts as a strategic gatekeeper—balancing development opportunities with community expectations, infrastructure capacity, and long-term planning priorities. Their work gives City Council the clear, vetted recommendations needed to make informed decisions about Manvel’s growth.

To apply for this commission, applicants must have been a resident of the City of Manvel for at least 12 months, be a real property owner, and cannot be employed with the City of Manvel. Attendance at two consecutive Planning, Development & Zoning meetings before the February 20 City Council meeting is mandatory. This requirement ensures that applicants gain a comprehensive understanding of the commission's responsibilities and operations.

Meetings for the Planning, Development & Zoning Commission are typically held on the second and fourth Monday of every month.

About the Manvel Economic Development Corporation

The Manvel Economic Development Corporation (MEDC) is the City’s primary engine for business retention, business recruitment, and strategic economic growth. Its mission is to strengthen the local economy, expand the commercial tax base, and invest in public projects that enhance quality of life and long-term financial stability for the City.

Key Functions

• Business Attraction & Recruitment Markets Manvel to prospective businesses, coordinates with developers and brokers, and negotiates incentive packages that bring new commercial and job-creating projects to the city.
• Business Retention & Expansion Supports existing Manvel businesses by identifying growth opportunities, helping remove operational barriers, and fostering a business-friendly environment.
• Strategic Infrastructure Investment Helps fund and deliver infrastructure improvements that make commercial development possible—such as roads, utilities, drainage, site readiness, and public amenities. These projects help unlock development sites, increase marketability, and reduce the upfront burden on new and expanding businesses.
• Long-Range Economic Planning Aligns growth initiatives with the City’s Comprehensive Plan, market trends, and projected development patterns to ensure Manvel attracts high-value, sustainable commercial activity.

Overall Purpose

The MEDC acts as a strategic catalyst—leveraging Type B sales tax funds, targeted infrastructure investments, and strong partnerships to spur commercial growth, reduce dependence on residential taxes, and deliver amenities that benefit the community.

Duties of MEDC Board Members

• Strategic Oversight Set the overall vision and strategic priorities for the Corporation, ensuring alignment with the City’s Comprehensive Plan and Council expectations.
• Fiscal Stewardship Oversee the proper use of Type B sales tax funds, review budgets, approve expenditures, and ensure compliance with state law and MEDC policy.
• Project Evaluation & Approval Review proposed economic development projects, infrastructure investments, and incentive applications; determine whether they advance the City’s economic growth goals.
• Governance & Compliance Ensure the Corporation adheres to all statutory requirements, including the Texas Open Meetings Act, Public Information Act, and economic development laws under Chapters 501–505 of the Texas Local Government Code.
• Collaboration & Communication Work closely with City staff, City Council, and partner agencies; serve as ambassadors for Manvel’s economic development vision within the community.
• Accountability & Transparency Maintain open, ethical decision-making processes, provide clear documentation, and ensure all actions taken by the Corporation can withstand public and legal scrutiny.

To apply for this commission, applicants must reside within ten miles of the City of Manvel. In addition to the qualifications for service on a board required by City ordinances or state law, a person appointed to a board must not be delinquent in the payment of taxes, water service charges, or other obligations to the City.

Meetings for the Manvel Economic Development Corporation are typically held on the second Wednesday of every month.

The City of Manvel is excited to announce the return of its Holiday Lights Showdown decorating contest, inviting residents to showcase their creativity, holiday spirit, and dazzling displays this holiday season.

From November 1 to November 30, 2025, residents can register their homes to compete for the titles of Most Creative, Classically Christmas, and Spirit of Laughter. To enter, visit www.cityofmanvel.com/holidaylights. All decorations must be fully installed, and a photo of the display must be submitted by December 14, 2025, to the Manvel Public Information Office email at PIO@cityofmanvel.com. Homes that do not meet the deadline will not be included in the competition.

Participants can stop by Manvel City Hall, 20031 Morris Ave., to pick up their official Holiday Lights Showdown yard sign, featuring a QR code linking to the public voting page.

This year’s competition categories include:

• Most Creative Award - This award will be judged on the most creative use of lights in the display.
• Classically Christmas Award — This award will be judged on the best use of "traditional" holiday decorations (ex: a nativity scene, a classic Christmas movie display).
• Spirit of Laughter Award - This award will be judged on the lightheartedness and whimsy of the display.

Participants may only enter one category. Winners will be announced on December 22, 2025, and will receive an award and special recognition at the January 5, 2026, City Council meeting. The City of Manvel invites school-aged artists to participate in the annual Holiday Art Contest! Participants must submit their artwork in person at City Hall, 20031 Morris Ave, by Wednesday, December 17, 2025. Winners will be announced on Monday, December 22, 2025.

This friendly competition allows students to share their creativity and holiday spirit with the community. Students of all ages who live in or attend school within the City of Manvel are encouraged to enter to win a special prize and have their artwork displayed inside Manvel City Hall throughout the following holiday season.

A panel of judges will select winners from three age groups:

• Kindergarten – 5th Grade
• 6th – 8th Grade
• 9th – 12th Grade

Accepted art mediums include:

• Paintings
• Drawings
• Collages
• Prints
• Mixed Media

Submissions must be dropped off no later than 12 p.m. on December 17, 2025, at Manvel City Hall, 20031 Morris Ave. Artwork should be created on 8x10,” 11x14,” or 11x17” paper and clearly labeled on the back with the artist’s name, age, and grade.

Winners will receive a prize and be recognized at the City Council meeting on January 5, 2026. Their artwork will remain on display in City Hall through the following holiday season.

The spirit of giving is alive in Manvel as the City announces its second-annual Battle of the Buildings Food Drive! This friendly competition pits the Manvel Police Department, Public Works Department, Fire Marshal’s Office, and City Hall staff in a good-natured rivalry to collect the most food donations for a great cause.

From November 3 through December 22, 2025, residents are encouraged to donate non-perishable food items at Manvel City Hall, 20031 Morris Ave. All donations will support The Well on MastersRoad, a local organization dedicated to serving families in need.

Residents can show their support by rallying behind their favorite team — the Police Department, Public Works, Fire Marshal’s Office, or City Hall — when dropping off their donations. Every can, box, and bag counts toward the final total, and together, the City aims to make this its most successful drive yet.

Residents are encouraged to donate new, unopened, non-perishable food items such as:

• Vegetables (corn, green beans, peas, carrots, etc.)
• Fruits (peaches, pineapple, fruit cocktail, etc.)
• Beans (black, pinto, kidney, baked beans, etc.)

The City of Manvel invites community members to kick off the holiday season at the annual Parade of Lights on Saturday, December 6, 2025! The celebration will take place at Manvel High School, 19601 Hwy 6, with the parade beginning at 6:30 p.m.

This year, the City of Manvel is partnering with Weekley's Shaved Ice + Snacks for pre-parade goodies! Stop in at Weekley’s Shaved Ice + Snacks, 7231 McCoy Rd., between 5 - 6:30 p.m. to grab complimentary hot cocoa, snacks, or cookies provided by H-E-B — while supplies last! We will also have free glow sticks, glow tattoos, and face painting for children to enjoy before the parade begins.

The Parade of Lights will begin at 6:30 p.m., following McCoy Road north, looping through Manvel Junior High, and returning to the Manvel High School parking lot. Spectators are encouraged to arrive early and find a spot along either side of the street for the best view of the illuminated floats and holiday performances.

Those interested in participating in the Parade of Lights are invited to apply at www.cityofmanvel.com/paradeapp. All entries must feature a Christmas theme and include lights, unless the entry is a classic car. The entry fee for the parade is a new, unwrapped toy, which will be donated to Toys for Tots.

All entries will be entered into the decorating competition, and awards will be presented in the following categories:

• Spectacular Sparkles: Most creative use of Christmas lights
• Greatest Community Pride: Most entertaining and crowd-pleasing performance
• Best in Show: Overall standout float or group

Applications close on Wednesday, December 3, 2025. Winners will be announced after the parade on social media and recognized at the January 5, 2026, City Council meeting.

In the spirit of giving, the Parade of Lights will also serve as a donation site for Toys for Tots and the Battle of the Buildings Food Drive. Children are invited to send their letters straight to the North Pole and receive a personalized response from Santa Claus himself. Whether you drop off a pre-written letter, use Santa’s special stationery available at City Hall, or mail it directly, the City will make sure every wish list reaches the big man in red.

At the October 6, 2025, meeting, Manvel City Council formally recognized the contributions of several notable individuals and families whose service and dedication have shaped the City’s growth, history, and community spirit. To honor their legacies, the Council approved the naming of several City facilities at the July 7, 2025, and July 21, 2025, City Council meetings.

The new Police Station will be named the Keith Traylor Criminal Justice Center, in recognition of Director of Public Safety Keith Traylor, who has served as Manvel’s Chief of Police since 2013 and has dedicated his career to protecting the community.

The City’s new Public Works Facility will be named the Karen Kinlaw Public Works Facility, honoring Karen Kinlaw for her decades of service on the Manvel Economic Development Corporation. Her leadership reflects a lifelong commitment to the growth and welfare of Manvel.

At the upcoming Heritage Park, which will be located behind City Hall on Large Avenue from Palmetto Street to Masters Road, the dog park will carry the name Lenarduzzi Dog Park in recognition of Roland Lenarduzzi. Roland operated the Manvel Animal Clinic for 45 years. His legacy of compassionate care for animals is deeply woven into Manvel’s history.

Also at Heritage Park, the new pavilion will be named the Ruth Dietz Pavilion, honoring Ruth Dietz for her tireless service to those in need through the establishment and work for Manvel’s local food pantry. The pavilion will serve as a place for community gatherings and shared meals.

The City’s Municipal Court will now be known as the Judge Michael Culling Municipal Court, in recognition of Judge Michael Culling’s many years of service to Manvel as its Presiding and later Emeritus Judge.

Finally, the City’s new water tower will be named the Booth Water Tower, recognizing the Booth family, whose ancestry dates back to Manvel’s early settlement in 1857 and reflects their longstanding place in the City’s history.

“These names reflect not only the dedication of individuals who gave so much of themselves but also the history and spirit of Manvel,” said Mayor Dan Davis. “We are proud to honor their contributions in a way that will endure for generations.”

Trunk or Treat is back, and it's bigger and spookier than ever! Get ready for an evening of Halloween fun at the City of Manvel’s annual Trunk or Treat on Friday, October 24, 2025, from 5 - 7 p.m. at Manvel City Hall, 20031 Morris Ave. Children are encouraged to come in their costumes!

The Manvel Fire Marshal’s Office will also host an art contest for school-aged children in honor of Fire Prevention Month, highlighting the importance of fire safety. The theme of the art contest will be Smoke Detectors Save Lives. Children will have the opportunity to showcase their creativity while learning safe holiday practices. The winning artist will be recognized at the event for helping spread an important safety message and will be recognized at a future City Council meeting.

Starting October 6, 2025, participants in grades K-5 are welcome to pick up a free coloring sheet at City Hall, 20031 Morris Ave, and participants in grades 6-12 can select a coloring sheet or pick up a free sheet of posterboard.  VIEW AND DOWNLOAD THE COLORING SHEETS.

The winner of the contest will be announced at the event at 6 p.m. Entries are due by October 22, 2025, at City Hall, 20031 Morris Ave., and must include the participant’s name, age, and contact information on the back of the artwork to be considered.

In addition to trunk-or-treating and the art contest, the event will include:

• Photo Booth: Capture memories with family and friends at the Halloween-themed photo booth.
• Touch-A-Truck: This interactive experience allows children to see the vehicles and equipment used by our Public Works team up close and personal!

At the regular meeting on September 2, 2025, Manvel City Council approved an ordinance that will increase water and sewer rates effective October 1, 2025. Customers will see the updated rates reflected in their November billing statements. This increase is necessary to address rising infrastructure maintenance and service costs as the City continues to grow.

Under the new ordinance, both the base rate and the volumetric rate will increase:

• Base Rate: The base rate includes the first 2,000 gallons of water used each month. This rate will see a 9% increase in the flat fee that covers essential maintenance and administrative expenses.
• Volumetric Rate: The volumetric rate is calculated for water usage beyond the base rate of 2,000 gallons. This rate will see an 18.5% increase.

For residential customers, the new base rate for water service will be $35.58, an increase of $2.99 per month. Sewer base rates will continue to be calculated using the wastewater averaging model.

For commercial customers, the new base rate for water service will be $42.70, an increase of $3.59 per month, and the base rate for sewer service will be $49.82, an increase of $4.19 per month.

The volumetric rate for both residential and commercial service will be $3.98 per 1,000 gallons beyond the base amount, a $0.64 increase from the current rate.

The City of Manvel is excited to announce the first-annual Fall Music Festival, coming Saturday, October 18, 2025, from 11 a.m. to 5 p.m. at Croix Park, 4503 County Rd 84! This family-friendly, entertainment-filled event will feature live music, food, shopping, and activities for all ages, making it one of the community’s largest celebrations of the year. Admission is free, and all are welcome!

Festivalgoers can look forward to a diverse lineup of performances, starting with country favorites from the Neil Dover Band from 11 a.m. to 1 p.m., followed by the smooth R&B and jazz sounds of The Gary-Michael Dahl Band from 1:15 to 2:45 p.m., and closing out with rock and pop hits from the Under Cover Band from 3 to 5 p.m.

Beyond the music, the festival will showcase more than 120 award-winning vendors and artisans at the Manvel Fall Market, a Beer and Wine Garden, and a wide variety of food trucks and festival fare from classic corn dogs and lemonade to seasonal favorites. A traditional pumpkin patch will also be on site, providing the perfect backdrop for fall photos.

For families, the Kid Zone will be a major attraction, featuring life-sized interactive games, a 24-foot rock climbing wall with auto-belay safety systems, a Human Velcro Sticky Wall, mega bouncy houses, face painting, and more! Children can also enjoy a petting zoo with mini goats, rabbits, ducks, chickens, and other friendly farm animals, as well as a special reptile exhibit offering an up-close educational experience.

The City of Manvel invites residents to a Budget Town Hall meeting on Wednesday, August 20, 2025, at 4 p.m. at Manvel City Hall, 20031 Morris Ave. This annual event provides a valuable opportunity for community members to learn about the City’s proposed budget, upcoming projects, the tax rate, and the inner workings of municipal finances.

As the budget season comes to a close, City Council and staff are eager to share their plans for the upcoming fiscal year 2025–2026, which begins October 1, 2025. Over the past several months, Council and staff have worked diligently to prepare a fiscally responsible budget that meets the needs of our growing community while remaining mindful of taxpayers’ dollars.

This year, representatives from the Texas Department of Transportation (TxDOT) will also join the Town Hall to discuss transportation projects planned in the Manvel and Brazoria County area. Residents will have an opportunity to hear updates about local roadway improvements and regional mobility.

The Budget Town Hall aims to promote transparency and serve as an educational resource for residents interested in how the City allocates funding and prioritizes projects. The meeting will highlight budget priorities, review the proposed tax rate, and celebrate successes from the current year.

Residents are encouraged to submit their budget questions in advance at cityofmanvel.com/budgetquestions. A dedicated Q&A session will take place at the end of the meeting.

The Manvel Municipal Court is accepting applications for the 2025-2026 Teen Court Program! Applications are due by August 10, and the program will kick off in late August; Session One will run from August to December 2025, and Session Two will run from January to May 2026. The Municipal Court will host an Informational Meeting on July 31 from 5:30 – 6:30 p.m. at Manvel City Hall, 20031 Morris Ave.

Teen Court is a real justice "peer court" for misdemeanor juvenile traffic offenses run by teens, for teens, where participants prosecute and defend actual juvenile cases, learning about the judicial system along the way and training with real Municipal Judges, Police Officers, and Court staff. The program encourages students to take an interest in the judicial system and familiarizes them with navigating it. 

Teen Court has several objectives; improve the overall understanding of the juvenile justice system, promote the application of appropriate sanctions concerning juvenile offenses, reduce recidivism of juvenile offenders, and spark an interest in the legal profession. 

To become involved with the program, juvenile defendants plead guilty or “no contest” and then choose to have their cases adjudicated via Teen Court. Teen volunteers will then work with real justice professionals to prosecute or defend the defendant to teen jurors and official Municipal Court Judges. During the case, teen jurors hear arguments from the prosecution and defense before deciding on a punishment. Punishments can include community service hours and serving terms as a juror on other Teen Court cases. 

The Municipal Court is currently accepting applications for student volunteers from the 7th-12th grade who would like to participate in Teen Court as an attorney, bailiff, juror, and/or clerk. Teen Court is an excellent opportunity for participants to gain knowledge of the legal and judicial system, advance personal and professional skills, and be a positive role model to peer groups. Participants will earn volunteer hours for graduation and gain field experience. Teen Court looks great on college and scholarship applications, too! 

The Municipal Court will host an Informational Meeting about Teen Court on July 31 from 5:30 – 6:30 p.m. at City Hall, 20031 Morris Ave. The 2025-2026 Teen Court Program will kick off in late August.

UPDATE (7/16/25):  As we continue our internal review of the incident involving the death of a French Bulldog while housed in the Manvel Animal Control kennels, we want to provide an update on our findings and acknowledge a correction to our previously released public statement.

The original statement was based on the information available to us at that time. However, as the investigation has progressed and more facts have come to light, we have identified an inaccuracy that must be addressed for the sake of transparency and accountability.

Specifically, the original statement indicated or implied that two animals were scanned for a microchip upon arrival. We have since determined that this did not occur upon arrival. The animals were not scanned for a microchip at the time of intake, which is a critical step in identifying lost or owned pets and ensuring appropriate notification of their owners.

This oversight is deeply concerning, and we recognize the importance of acknowledging and correcting it.

We remain committed to completing a thorough investigation and implementing changes where necessary to prevent similar incidents in the future. Our goal is to strengthen our Animal Control procedures, reinforce accountability, and ensure that every animal in our care is treated with the highest standards of safety and professionalism.

ORIGINAL RELEASE (7/2/25): On May 16, 2025, at approximately 1:30 PM, officers responded to a residence in Rodeo Palms where two stray dogs had entered a backyard. Upon arrival, the responding officer safely secured both dogs and transported them to the Manvel Police Department. Once there, the animals were provided food, water, and placed in kennels. During the intake process, both dogs were scanned for microchips—one dog had a chip, but unfortunetly it was not registered.

Tragically, during a routine check at approximately 3:10 AM on May 17, one of the dogs was found unresponsive and had passed away. The cause of death is undetermined.

This heartbreaking incident has led us to re-evaluate our internal procedures regarding after-hours animal care. At present, animal-related calls during weekends are handled by patrol officers, as Animal Control Officers are off duty. Moving forward, officers have been directed to notify the on-call Animal Control Officer for all weekend intakes. This adjustment will help ensure animals receive timely, expert care and housing decisions, even outside of regular hours.

The members of the Manvel Police Department and Manvel Animal Control are deeply committed to the safety and well-being of all animals entrusted to us. We are truly saddened by this loss and are using it as an opportunity to improve how we serve and protect animals in our community.

We appreciate the understanding of our residents as we continue to learn, grow, and strengthen our practices.

The Government Finance Officers Association (GFOA) has awarded the City of Manvel the Distinguished Budget Presentation Award for its most recent budget, highlighting another achievement in the City’s efforts to promote responsible financial planning and transparency.

The award reflects the City’s commitment to meeting the highest principles of governmental budgeting. In order to receive this recognition, Manvel’s budget document had to meet nationally recognized guidelines designed to assess how well it functions as a policy document, financial plan, operations guide, and communications tool. The City was required to be rated "proficient" in all four categories and the fourteen mandatory criteria within them.

“This recognition represents the hard work and dedication of our City Council and staff to provide a budget that is not only fiscally responsible but also clear, accessible, and aligned with the City’s Core Values of Stewardship and Transparency,” said City Manager Dan Johnson.

The Manvel Police Department is now accepting applications for its upcoming Citizens Police Academy! This program, offered to individuals over the age of 18, provides residents a unique, behind-the-scenes look at law enforcement operations in the City of Manvel. The Citizen Police Academy will take place weekly on Tuesdays from 6:30 to 9 p.m., August 19 - October 7, 2025, at the NEW Police Station, 6605 Masters Rd.

The Citizen Police Academy gives participants a hands-on introduction to the many aspects of modern policing. The City of Manvel has published its 2024 Annual Drinking Water Quality Report, providing residents with a comprehensive overview of the quality and safety of their drinking water. The report, which covers the period from January 1 to December 31, 2024, confirms that Manvel’s drinking water meets or exceeds all state and federal water quality standards. In 2024, the City reported no violations of monitoring or water quality standards.

Report highlights:

• No exceedances were found in any regulated contaminants.
• Lead and copper levels were well below action thresholds.
• Disinfection by-products such as Haloacetic Acids and Trihalomethanes were measured significantly lower than the maximum allowable limits.
• Inorganic contaminants such as arsenic, barium, and fluoride remained within safe ranges.
• A single positive test for coliform bacteria occurred, but follow-up sampling confirmed no threat to public health.

Robey-Robinson joins Manvel City Council following the May 2025 General Election. The ceremony took place during the regularly scheduled City Council meeting, following the procedural swearing-in at the Special-Called Council Meeting on May 13, 2025, to canvass the election.

Councilmember Robey-Robinson was surrounded by family and friends as she took the ceremonial oath of office, marking the beginning of her service to the Manvel community.

The Manvel Police Department is proud to announce Captain Ricardo “Rick” Alvarado has been named the Manvel Police Department’s Assistant Chief of Police. Assistant Chief Alvarado brings nearly two decades of experience to his new role.

Assistant Chief Alvarado has worked in law enforcement for more than 19 years, holding various positions including Patrol Officer, Field Training Officer (FTO), Patrol Sergeant, Criminal Investigations Division (CID) Sergeant, and Captain of the Criminal Investigation Division. Before joining the Manvel Police Department, Assistant Chief Alvarado worked for the Victoria County Sheriff’s Office. Since arriving in Manvel, he has led with integrity, professionalism, and a commitment to public safety.

In his current role, Assistant Chief Alvarado also oversees the department’s Special Response Team (SRT), where he is instrumental in enhancing tactical readiness and ensuring effective response to critical incidents.

The Manvel Police Department names Sergeant Nathan Peters as the recipient of the 2024 Officer of the Year award. This award recognizes Sergeant Peters’ outstanding dedication, leadership, and lasting contributions to the department and the City of Manvel.

Sergeant Peters began his career with the Manvel Police Department in 2010 as a Patrol Officer and was promoted to Patrol Sergeant in December 2022. Throughout his tenure, he has exemplified the core values of public service, professionalism, and community engagement that define the Officer of the Year award.

Sergeant Peters played a pivotal role in developing and implementing the department’s UAS Drone Program. As one of the first certified drone pilots, he helped establish deployment protocols and train new pilots. With over 60 flight hours logged, his efforts have supported numerous successful operations, directly enhancing public safety.

Sergeant Peters has also shown exceptional dedication to youth engagement and community outreach. He has been a dedicated advocate and volunteer with the Manvel Teen Court Program, donating his time to help educate more than 150 students about the legal system, of which 50 students graduated in 2024. Additionally, he has served as a mentor and instructor in the Manvel Teen Citizen Police Academy, inspiring the next generation of law enforcement professionals through education and example.

Since his promotion, Sergeant Peters has made significant strides in improving departmental operations. He has authored comprehensive procedural manuals covering affidavit applications, jail protocols, court and bailiff duties, and field training. His approach has enhanced the department’s efficiency and effectiveness, earning widespread respect among his peers.

His commitment to proactive policing was particularly evident in 2024, when his focused patrol efforts led to multiple arrests in high-crime areas. At the same time, he continues to mentor fellow officers, sharing his experience and fostering a culture of teamwork and continuous learning.

"Sergeant Peters' contributions have strengthened our department, improved operations, and deepened our connection to the community," said Keith Traylor, Director of Public Safety and Chief of Police. The City of Manvel was presented with Scenic City Certification on Thursday, October 10, 2024, at the Texas Municipal League’s Annual Conference. In attendance were 175 Scenic City officials and business leaders from across the state to recognize Manvel, which was among 15 cities to earn certification for the 2024 -2029 period.

The Scenic City Certification Program is a project of Scenic Texas, Inc. Texas cities access this diagnostic program for an objective review of existing municipal infrastructure ordinances as they relate to public roadways and public spaces. The evaluation compares the applicant city’s standards to the unique Scenic City model devised by the partnership organizations. The City of Manvel announces its transition to Everbridge as its new Mass Notification System (Manvel MNS). This move is aimed at providing residents with a more robust and customizable communication experience.

Everbridge will replace Blackboard Connect as the City's chosen Mass Notification System. While this upgrade brings a wealth of benefits, it necessitates residents previously subscribed to Blackboard Connect to re-register, as contact information could not be seamlessly transferred to the new platform.

The Manvel Police Department invites the community to join them for a Groundbreaking Ceremony on April 3, 2024, at 6605 Masters Rd. beginning at 10 am. to signal the commencement of construction for its new Police Station. This groundbreaking represents historic moment for public safety in the City of Manvel.

Following the City Council's approval of funding in April 2023, City staff and contractors have been planning, designing, and preparing for the construction of this state-of-the-art facility that will help meet the current and future needs of the community. Spanning an impressive 45,000 square feet, the new Police Station will incorporate cutting-edge technology, modern amenities for officers and staff, temporary animal housing kennels, a spacious community meeting area, and a strategic design focused on operational efficiency.

“This groundbreaking ceremony symbolizes a substantial milestone in the story of Manvel and shows the City’s unwavering commitment to ensuring the safety and well-being of the Manvel community,” said Mayor Davis.

As part of its ongoing commitment to responsible resource management, the City of Manvel will transition to a Wastewater Averaging model beginning March 2024. This approach is designed to encourage water conservation and alleviate financial burdens for Manvel Utility Customers.

Wastewater originates from various sources, including garbage disposals, human waste, washing machines, and more. Unlike potable water, wastewater lacks a dedicated meter to measure household contributions accurately. Additionally, the treatment of wastewater is inherently more expensive because of its diverse content – such as food scraps, detergent, and human waste – which contributes to the higher cost of wastewater on customer bills. To alleviate some of this cost, the City began reviewing the Wastewater Averaging model in November 2023.

Wastewater Averaging utilizes customers’ water meter readings during three consecutive winter months – November, December, and January – every year to determine the household’s average usage. This average will then be applied to utility bills as a fixed monthly fee charged to the household over the following year.

For example, if a customer used 3,000 gallons in the first month of averaging (November), 3,000 gallons in the second month (December), and 4,000 gallons in the third month (January), the average would be calculated:

3,000 gallons + 3,000 gallons + 4,000 gallons / 3 MONTHS = 3,333 gallons

This average, 3,333 gallons, will then be applied as a fixed amount to utility bills over the following year.

The City of Manvel calculated customer averages for this cycle over November 2023, December 2023, and January 2024. Manvel Utility Customers can expect to see their household’s fixed amount reflected on their upcoming utility bills. During this period, averaging also took into account severe weather and was adjusted down for any exceptional usage attributed to customers running faucets as a preventative measure against freezing pipes.

Why does Averaging Take Place November, December, and January?

The timing of this Wastewater Averaging coincides with seasonal low water use. This method helps determine the amount of wastewater sent into the sewer system while excluding seasonal activities like irrigation that would not be treated at our facilities. By focusing on low water use months, the City of Manvel can estimate the wastewater volume more accurately, saving customers an estimated $330.00 annually.

Customers benefit from a fixed monthly wastewater fee based on this average, regardless of their water usage during the rest of the year. This ensures stable costs and incentivizes water conservation during the averaging period, ultimately reducing the volume of wastewater billed for each month throughout the year.

The City of Manvel is excited to be transitioning to this new model. Wastewater Averaging provides sustainable water management, environmental protection, and financial savings.

The Manvel City Council has approved a debt issuance of $35 million to fund the construction of a new Police Station, a Community Services building, and an expansion to the current City Hall. The majority of the funding from this issuance will be utilized in constructing a state-of-the-art Police Station, which will satisfy the needs of the rapidly growing department.

The new Police Station will cover an area of 45,000 square feet and is designed to withstand the test of time, estimated to serve the department and the community for the next 50 years. The station will accommodate the essential functions of the department and provide ample space for officers and staff to continue to provide the excellent level of service the Manvel community has come to expect from the department.

The Community Services building will have two wings - an Administrative Building, approximately 7,500 square feet in size, to house administrative staff and department leadership, and a Maintenance Shop, approximately 12,700 square feet, to accommodate the department's fleet of service vehicles, storage, and workspace for public works operations.

The expansion to City Hall is still in the conceptual stages, but the city anticipates all facilities will be completed within the next three years.

Mayor Debra Davison expressed excitement following the project's approval, stating, "Our police officers and Community Services staff deserve to work in safe, modern facilities that are equipped to meet the needs of our growing community." The City Council approved the project funding during the April 3, 2023, Council meeting.

"We know that this is a significant investment, but it is an investment in public safety— one which we as a council take very seriously," said Davison. "City Council is committed to being good stewards of the resources our community has entrusted to us, and we're confident that these projects will positively impact Manvel for years to come."

The City of Manvel received a Superior Public Water System designation from the Texas Commission on Environmental Quality (TCEQ) last month, achieving its two-year-long mission of improving the infrastructure and quality of its public water system. This award recognizes overall excellence in all aspects of operating a public water system. Signs depicting this accomplishment will begin to go up around the city in the coming weeks.

Due to the hard work and dedication of Community Services Director Gilbert Salas, Utilities Supervisor Ray Word, and the entire Utilities division, the City of Manvel public water system has now been recognized as a Superior Public Water System by TCEQ. This designation means that residents and businesses within the community can rest assured that the water they drink not only meets but exceeds the guidelines laid out by the Texas Administrative Code as well as the criteria set forth by TCEQ.

To achieve this designation, the Utilities division began in 2020 setting strategic goals to improve our water system which included:

• Addressing any outstanding TCEQ violations and ensuring no others arose.
• Scoring over and above expectations on comprehensive TCEQ audits.
• Proactive disinfectant and bacterial water quality testing – daily, monthly, and quarterly.
• Hiring experienced, highly qualified personnel with associated licenses to manage water plants.

Over the last two years, the City of Manvel has invested approximately $1,260,000 into water system infrastructure, including the opening of a new water plant located in Manvel Town Center, which provides an additional 1,728,000 gallons of water to the city a day, with an added 244,000 gallons of ground storage.

By improving capacity, the City of Manvel is able to provide a continuous supply of clean, potable water to residents as well as meet capacity requirements set by TCEQ. These requirements are crucial because it enables a system to not only reach consumers but to reach them efficiently. This distinction is made because systems with low capacities often have low water pressure, and low pressure can increase the likelihood of outside infiltration.

“I could not be prouder of our Utilities division,” Community Services Director, CWP Gilbert Salas said. “Their diligence and commitment to exceeding expectations for the city’s residents is what brought us to where we are today.”

TCEQ outlines several requirements for a superior water system rating:

• Physical facilities shall comply with the requirements in sections laid out in the Texas Administrative Code.
• There shall be a minimum of two licensed operators with additional operators required for larger systems.
• The system’s microbiological record for the previous 24 months period shall indicate no violations (frequency, number or maximum contaminant level of the drinking water standards.
• The quality of the water shall comply with all primary water quality parameters listed in the drinking water standards.
• The chemical quality of the water shall comply with all secondary constituent levels listed in the drinking water standards.
• The system’s operation shall comply with applicable state statutes and minimum acceptable operating practices set forth in §290.46 of this title (relating to Minimum Acceptable Operating Practices for Public Drinking Water Systems).
• The system’s capacities shall meet or exceed minimum water system capacity requirements set forth in §290.45 of this title (relating to Minimum Water System Capacity Requirements).
• The system shall have at least two wells, two raw water pumps or a combination of these with enough capacity to provide average daily consumption with the largest well or pump out of service. This requirement shall also apply to treatment plant pumps necessary for operation in accordance with §290.42 of this title (relating to Water Treatment).
• The water system shall be well maintained and the facilities shall present a pleasing appearance to the public.

Only 707 of the 6,952 (10.1%) public water systems regulated by the State of Texas have have been designated a Superior Public Water System.

“As the City of Manvel continues to grow, we are committed to maintaining the high standard of service our residents have come to expect and are eager to keep improving as we move forward,” Salas said.

The last few months have been exciting for the City of Manvel Utilities division with the public water system having also joined the state’s Source Water Assessment and Protection (SWAP) Program on March 2, and three of its employees – Gilbert Salas, Ray Word, and Atanacio Mares – being honored at the March 6 City Council meeting for achieving their Certified Water Professional (CWP) designation from TEEX.

Ray Word promises the Utilities division will continue to work diligently to serve the residents of Manvel. There is plenty still to come as the division explores new and innovative ways to supply the city with clean, superior water.
