Future Manvel

In 2024, the City of Manvel began a multi-year initiative to shape its future, known as the Future Manvel Initiative. The Future Manvel Initiative provides a framework to guide the city's growth and development through the preparation of its first-ever Strategic Plan and much-needed updates to the Comprehensive Plan and Thoroughfare Plan, laying the groundwork for sustainable growth and development. These plans serve as roadmaps, outlining the City's goals, priorities, and strategies for addressing key challenges and opportunities.

These plans not only provide direction for land use, transportation, infrastructure, and economic development but also serve as tools for promoting equity, sustainability, and resilience. By developing these plans collaboratively with residents, businesses, and stakeholders, the City of Manvel can create a more vibrant, livable, and prosperous community for current and future generations.

Adopted 2045 Strategic Plan

At the City Council Meeting on February 3, 2025, Council adopted the City's 2045 Strategic Plan (PDF). This important milestone also marked the start of Phase 2 and provided a foundation for preparing the next longer-range plans for eventual community and official consideration in Phase 3.

Where We Are in the Process

Phase 2 of the Future Manvel Initiative is now complete. Drafts of a proposed new Comprehensive Plan, including a Future Land Use & Character map and an updated Thoroughfare Plan map, are ready for community review and feedback during Phase 3. Following final public hearings, the City's Planning, Development & Zoning Commission will consider recommending to Council, and then Council will consider adopting the new plans as official plans of the City.

Get Involved with the Project

On Monday, February 9, 2026, between 4 pm and 6 pm, Manvel residents, businesses, and property owners will have a chance to view displays and highlights from the City's proposed new Comprehensive Plan, along with the updated Major Thoroughfare Plan map. You can visit with City staff and their consultants, and provide your feedback about these plans in an informal, come-and-go "open house" atmosphere. For those unable to attend, additional feedback will be invited on the City's social media channels. The regular meeting of the Planning, Development, and Zoning Commission will follow the open house beginning at 6 pm.

Past Engagement Sessions

Strategic Plan Feedback Survey
In January 2025, the City and KKC began collecting feedback on the draft Strategic Plan to refine and improve the proposed plan. Over two weeks, 111 respondents weighed in on the draft plan. These feedback responses were considered and addressed, and the revised plan was presented to the City Council for adoption at the February 3, 2025, meeting.

Focus Group Meetings
To kick off the project, the City of Manvel held nine Focus Group meetings from April 2 - April 4, 2024. These informal, one-hour sessions served as the starting point for the planning process. These sessions provided an opportunity for our consultants to talk with and hear from a cross-section of Manvel residents and leaders early in the planning process. Through these sessions, we gained valuable insights into our community's current issues, opportunities, needs, and priorities. Each session was limited to 15 attendees to ensure meaningful participation.

Public Forum
A Public Forum was held on April 11, 2024, from 6 - 8 pm at the Church of the Harvest. This formal gathering built on responses we received during the Focus Groups. Attendees learned more about the process of developing these plans and participated in hands-on activities where they reviewed goals outlined in the 2015 Comprehensive Plan, spoke about issues and concerns for the community, outlined where they would like to see growth in Manvel, and more. Future Manvel Survey (May 1 - 31)
Building on the momentum generated by the efforts of the Focus Groups and Public Forum, the City of Manvel launched its third round of community input for its ongoing Future Manvel initiative. The Future Manvel Survey ran from May 1 - May 31 and received 676 responses. View the results of the survey.
