MANVEL CITY CENTER

PUBLIC PRIVATE PARTNERSHIP (P3)

The City of Manvel is soliciting proposals for a Public Private Partnership (P3) development opportunity for the Manvel City Center.  

It is the intent of the City to implement a P3 to develop a mixed-use project on City-owned land.  The City will lease the land to a private entity (Proposer) with demonstrated ability to finance, design, and construct the project. The City will operate and maintain all City facilities.  The private entity will operate and maintain the non-City facilities.   The City will retain ownership of the land, and improvements may revert to the City at lease termination.

The successful proposer should demonstrate the capacity to fund, design, construct, and operate a project that advances the City’s economic development, provides certain community amenities, and supports long-term growth.  

A Mandatory Preproposal Meeting is scheduled for 10:00 AM on February 4, 2026, at Manvel City Hall, 20031 Morris Avenue, Manvel, Texas 77578.  

All firms submitting proposals are required to attend. During this Preproposal Meeting, the City will answer questions from attendees. It is the responsibility of each Proposing Firm to examine the entire RFP and seek any necessary clarifications (inquiries). 

Sealed submittals plainly marked “RFP #FY2026-01 Manvel City Center P3” shall be returned in a sealed container marked on the outside with the Company Name.  Proposals will be received until 10:00 AM local time on March 10, 2026, at Manvel City Hall, 20031 Morris Avenue, Manvel, Texas 77578.
