Planning, Development & Zoning Commission (PD&Z)

Advisory commission for land use, zoning, subdivision, and comprehensive planning.

Purpose

The PD&Z Commission reviews, evaluates, and makes recommendations to the City Council on development, zoning, subdivision activity, and long-range land-use matters within Manvel and its ETJ. The Commission ensures proposed development aligns with the Comprehensive Plan and the community’s long-term vision.

Core Responsibilities

  • Zoning & Land-Use Review – Reviews rezoning requests, specific use permits (SUPs), ordinance amendments, and zoning for newly annexed areas; provides formal recommendations to City Council.
  • Platting & Subdivision Oversight – Evaluates preliminary and final plats, replats, variances, and subdivision requests for compliance with City codes, engineering standards, and state law.
  • Development Standards Evaluation – Reviews development impacts including roadway capacity, drainage, design standards, and compatibility with surrounding uses.
  • Comprehensive Plan Alignment – Ensures development proposals support Manvel’s long-term land-use, transportation, utility, and economic development goals.
  • Public Hearings – Conducts public hearings on zoning and development items and incorporates community feedback into recommendations.
  • Formal Action & Recommendations – Considers cases through motions, majority vote, and formal recommendations to City Council in accordance with bylaws and state law.

Expectations & Conduct

  • Serves at the will of City Council and may be reappointed or removed at Council’s discretion.
  • High attendance is expected; members should attend all regular and special meetings.
  • Preparation – Members are expected to review packets and materials before meetings.
  • Ethics & Conflicts of Interest – Members must follow applicable state law and City ethics policies.
  • Professionalism & Decorum – Members are expected to conduct themselves respectfully and follow Robert’s Rules of Order and PD&Z bylaws.

Applicants & Eligibility

  • Resident of the City of Manvel with no outstanding debts owed to the City.
  • Has attended at least two consecutive PD&Z meetings with documented attendance.
  • Has been a resident of Manvel for at least twelve (12) months prior to applying.
  • Is a registered voter and has no felony convictions.
  • Submits an application to the City Secretary and consents to a background check.

Meetings & Time Commitment

Regular Meetings
2nd & 4th Mondays at 6:00 p.m. at City Hall.
Time Commitment
1–2 hours twice per month; additional special meetings as required.
