INVITATION TO BIDDERS
The City of Manvel will receive bids until 10:00 AM on June 6, 2018 at Manvel City Hall, located at 20025 Morris (State Highway 6) in Manvel, Texas, for a federally funded project by a Community Development Block Grant:
2018 Rogers Road West Waterline Extension
HUD #B-17-UC-48-0005, CFDA #14.218
The bids will be publicly opened and read aloud at the time, date, and address previously stated.
The scope of the project includes the installation of approximately 2,000 linear feet of 8-inch and 6-inch waterline, including fire hydrants, water valves, and water service connections.
Bid Documents, including Construction Drawings, are on file and may be obtained from Daniel Scott Engineering, LLC at 19701 Morris (SH6) in Manvel, Texas.
Copies of the Bid Documents may be obtained by depositing $50 with Daniel Scott Engineering, LLC for each set of documents obtained. One deposit check will be refunded to General Contractors who submit a written proposal to the Owner and return the documents to the office of the Engineer within five (5) days of bid opening. Deposits of General Contractors who do not submit a written proposal, Suppliers and Subcontractors are not refundable.
A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the City of Manvel or negotiable U. S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond.
Attention is called to the fact that the successful bidder must comply with:
• Paying not less than the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Department of Labor H.U.D. and contained in the contract documents.
• Ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual orientation, gender identity, age or national origin.
• Section 3 of the Housing and Urban Development Act of 1968, as amended, the regulations set forth in 24 CFR Part 135, and all applicable rules and orders.
The City of Manvel reserves the right to reject any or all bids or to waive any informalities in the bidding.
Bids may be held by the City of Manvel for a period not to exceed 30 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidders qualifications prior to the contract award.
All contractors/subcontractors that are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project.
